About GIZ Nigeria
International cooperation between Germany and Nigeria commenced in 1974. GIZ was initially represented by an office in Lagos until 2003, but since 2004 it has maintained a country office and four project offices in the new capital Abuja. At present, GIZ has around 25 seconded staff, 100 Nigerian and regional experts, and four CIM experts working in Nigeria. Nigeria is Africa’s largest economy and has a population of 175 million, making it the continent’s most populous country. With a young, highly motivated and growing population, abundant natural resources and an increasingly diversified economy, Nigeria is not only a regional power but also an increasingly significant political player on the African continent and in the world. However, Nigeria faces major challenges. So far, its substantial oil revenues have had little impact on poverty. More than two-thirds of the population still live in extreme poverty and unemployment remains high.
Job Title:Technical Advisor – ICT Skills for Youth (Tech4Youth)
Location: Lagos
Position Overview
- The Technical Advisor for ICT Skills for Youth will support the implementation of youth-focused digital skills development initiatives under the DTC Nigeria programme. The role is responsible for designing, coordinating, and monitoring activities that equip young Nigerians with labour-market relevant ICT competencies and improve their employability in the digital economy.
- The advisor will work closely with government institutions, training providers, innovation hubs, academia, and development partners.
Key Responsibilities
Programme Implementation
- Plan, implement, and monitor ICT skills development activities
- Support the delivery of internationally recognized digital training programmes
- Ensure alignment with project goals and labour market needs
Youth Skills Development & Employment Readiness
- Design and support training programmes for youth in ICT-related fields
- Develop measures to improve employment outcomes for training graduates
- Support creation and management of a digital talent pool
Partnership Development
- Build and maintain strategic relationships with stakeholders
- Collaborate with government agencies, academia, and innovation hubs
- Support state-level initiatives for digital skills development
Inclusion & Accessibility
- Promote inclusion of women and persons with disabilities in all activities
- Ensure training approaches are inclusive and equitable
Quality Assurance & Innovation
- Develop and implement quality assurance systems for training programmes
- Recommend improvements and innovations to project activities
- Promote participatory approaches and design thinking methodologies
Monitoring, Evaluation & Knowledge Management
- Support data collection, monitoring, and evaluation processes
- Contribute to reporting and documentation of project outcomes
- Facilitate knowledge sharing across stakeholders
Required Qualifications
- Bachelor’s degree in Economics, ICT, Computer Science, Education, Social Sciences, Business Informatics, or related field
- Master’s degree is an added advantage
Professional Experience
- Minimum of 5 years relevant professional experience
- At least 3 years in capacity building, training design, or youth development programmes
- Experience in ICT skills development or digital innovation projects
- Experience working with women and persons with disabilities is an advantage
- Experience with government or international development organisations is desirable
Skills and Competencies
- Strong understanding of digital technologies and ICT applications
- Excellent project coordination and organisational skills
- Ability to work independently and within multicultural teams
- Strong stakeholder engagement and communication skills
- Knowledge of participatory planning and design thinking approaches
- High level of social competence and adaptability
- Strong commitment to gender equality and inclusion
- Fluency in English (mandatory); local language skills are an advantage
